If you wish to format the drive as FAT32 on the Macintosh, simply open "Disk Utility" from /Applications/Utilties, highlight the disk in the left-hand sidebar, select the "Erase" tab, and select "MS-DOS File System" from the volume format pull-down menu.

Hope that helps. Seems to me it is possible to do it in either Windows or Mac. But the one item that stands out to me from this is the recommendation to set up a drive of multiple partition and formats in FAT32 before converting to the alternate formats. Apparently this is because the automatic drive recognition is better that way.
