That's a very good question - I have no idea!

The path string you had quoted did not itself contain spaces:
"%#ZTHome%\TFC.EXE" -4 -L -V -D %1 %6 %4 %5
You don't need them here because in this special case (TFC.BAT), ZTree itself does the expansion of %#ZTHome%, and will add quotes if required.

Similarly all Alt-F10 options that specify a command line, are parsed internally, and quotes are not required, but cause no problem if present.

In any other case where the shell is involved (.BAT or .CMD), you'll obviously need quotes, so I guess the general advice would be, if in doubt, use quotes %-)
