Agreed, and the way it works now is not just "by design" but also "as expected" for me at least.

I can't quite follow Bill's use case, but I don't see how an arbitrary multiple-file Ctrl-Rename mask such as "a?b*c ??d e*f.*" could handle casing options between the overwrite part vs. the existing filenames, without ambiguities and without spiraling into FC. On the other hand, simple cases like appending sequential numbers to filenames of a known pattern, could possibly be handled with two separate rename steps using the existing functionality.
