I just tried it with Firefox 42.0 on Windows XP, and it has a title bar that changes to a darker blue when it was the active window. I tried it at home with Windows 7 yesterday, and it was the same, although the difference between active and non active wasn't as great.

Perhaps I'm using non standard settings with those, but if I am, I don't recall doing anything complicated to achieve it. Reading a few threads about achieving it with Windows 10, I can't be bothered trying what they're suggesting.
