[Q] Win7 Explorer & wheel focus   [Tip]

I badly miss this Universal Scrolling feature in Windows 7 Explorer.
On all our Win7 instances at home & at work, Explorer isn't able to scroll the left directory pane just by mouse-pointing over it and wheel-turning.

The left pane even doesn't get wheel focus when I click on its navigation bar.
Only a click on a directory in it changes wheel focus to it.

Does anyone know a fix to this? (Microsoft or Third-party)


[remark] Microsoft "in its infinite wisdom" must have overlooked this - and fixed it not before Win10 ??  Hard to believe...
