It ain't necessarily so! NTFS supports file streams - alternate collections of data associated with the target file and maintained by Windows. If Kim were to support alternate streams that would open up the possibility of defining a stream type for tags (and would not be size limited). Support for streams is sorely needed, at least for copy and mirror operations.
