New Information:

Last night I was studying through the ZTreeWin PDF and changed quite a few settings, and now TODAY I cannot replicate this problem!

What's more, I just put back the old ZTW64.EXE (v2.4.145, where it was originally detected) and now it is not happening with THAT version either. Conclusion so far: the problem isn't being triggered with my current settings / setup / environment..... Something I changed between installing v2.4.166 and now is causing to not be triggered. I'll work to try to restore the environment I had yesterday when I reported this (and after I installed v2.4.166) to see if I can replicate the problem and then will report back here, if necessary, with an entire capture of my ZTreeWin directory so it can be replicated.
