Maybe the more generic option would be for there to be an extra option in the International section of the ZTree configuration, of "match windows" that would cause ZTree to use the following

From this registry key
HKEY_CURRENT_USER\Control Panel\International

"Numeric format" use sDecimal, sThousand and sGrouping
"Date format" use sShortDate
"Time format" use sTimeFormat and these s1159, s2359 if the format string includes "tt"
