Windows Insider update: no Ctrl+S in console windows   [Bug]

Just did some more tests, and not a single console window I open (Windows Command Line, Git bash, ZTreeWin) responds to Ctrl+S, whereas it works fine in other applications. So the console window does appear to be the culprit.

Unfortunately, this time it's the feedback app itself that doesn't work on my machine... ¯\_(ツ)_/¯

I'm going to keep Windows Insider on the fast ring until this is fixed, then switch back to the Slow ring (in the hopes the new update doesn't break anything more crucial).
