I decided to try another approach, based on recent experience with LaTeX for database publishing. Taking the current text ZTW.HLP, I have added suitable LaTeX mark-up to produce a PDF. This has the advantage of producing bookmarks and active internal links on the cross-references.

The job took me longer than expected, but having done the first two sections, it seemed a waste not to finish the job.

Here is the result.
