Looking at the help description "start /?":

START ["title"] [/D path] [/I] [/MIN] [/MAX] [/SEPARATE | /SHARED]
[/LOW | /NORMAL | /HIGH | /REALTIME | /ABOVENORMAL | /BELOWNORMAL]
[/NODE ] [/AFFINITY ] [/WAIT] [/B]
[command/program] [parameters]

"title" Title to display in window title bar.
(...)
It would appear that the first quoted string after the start command is interpreted as the title of the new window.

So the line
START "" "%P2%" %1
will execute %P2%, in a new window with an empty title, passing along %1 as parameter.
If you leave out the empty title, however,
START "%P2%" %1
will execute %1, in a new window titled %P2%, passing along no parameters.
