To be fair, with screen becoming (much) larger, there’s more need for it nowadays.
Aside from that, I get the impression Vivaldi is an attempt to recreate the most missed features from the old Opera browser.

Linux has had tiling window managers for as long as I know of it (and Unix before it, reportedly). Some paradigms never really go away; they just wait for some new development (like 4K screens) to shine and become mainstream again.

As the Dutch saying goes, oude wijn in nieuwe zakken (literally: old wine in new sacks).
