You are right about the separation of powers. However, there has definitely been new work done in Win10 on the CMD side as well. What caught my eye is the (finally added) support for UTF-8 under `chcp 65001` with pipes and redirection.

Save for example a text file containing "‹ α ß © ∂ € ›" encoded as UTF-8 (with BOM).

This used to stump Win7.

C:\etc>chcp 65001
Active code page: 65001

C:\etc>type utf8.txt | more
Not enough memory.
The process tried to write to a nonexistent pipe.

C:\etc>more <utf8.txt
Not enough memory.

But it now works in Win10.

C:\etc>chcp 65001
Active code page: 65001

C:\etc>type utf8.txt | more
‹ α ß © ∂ € ›

C:\etc>more <utf8.txt
‹ α ß © ∂ € ›
