However, you could use the free 45k utility NirCmd.exe to do both of your F9 shortcuts. Plus your ZTree sYstem shortcut wouldn't have to be run from an already admin-elevated instance of ZTree since NirCmd can elevate it and run it as System all in one go.
F9 command line for your M (adMin) shortcut:
"#ZTTools\nircmd\nircmd.exe" elevate "#ZTHome\ztw64.exe" /T"**ADMIN MODE** " %2:%3
F9 command line for Y (sYstem) shortcut:
