[ZEP] Alt-Info high resolution date   [ZEP]

NTFS and other file systems store file times in higher resolution than 1 second.

The partial seconds can be seen with this powershell
Write-Output "$(((Get-Item "C:\bootmgr" -Force).LastWriteTime).tostring('o'))"

I was sycronizing a number of files, some of which had been through FAT file systems, and couldn't see what was different between the files until I looked at the fractional seconds using powershell.

ZEP 1
Please add the fractional seconds to the Alt-Info dialog.

ZEP 2
Maybe also update the "File exists, replace?" dialog

ZEP 3
Maybe also update the New date command

Thanks
Ben
