The best way to see the keys still available is to look at Help file Section 4, Quick Command Table. As you can see, there are only three Ctrl (K,W,X) and three Alt (D,N,Y) alphabetic keys that are available in both windows (DW and FW). I think it's best to reserve these keys for more basic functions.

I think they are feasible, but unnecessarily complicated and more difficult to remember. I think it's best to keep the key commands as simple as possible.
An alternative to using Ctrl-EQUAL and Ctrl-PLUS would be Alt-EQUAL and Alt-PLUS. But unless there is some reservation about using the Ctrl key for this, using Ctrl-keys to substitute for Ctrl-INSERT seems to make more sense.
