0x80070034 duplicate network name
Are there machines on the network with the same name?
If so one of them needs to be renamed.
Do you have a network recycle bin?

Some of the search hits for that error number point to general windows corruption, maybe you should check the disks

sfc /SCANNOW
chkdsk c: /f
chkdsk h: /f

Is the ZTree working directory that directory on H:?
Althouth that would only explain ztw.hst re-appearing at ZTree exit.

Scheduled task
Maybe you have a Scheduled task or other backgroud process that is putting the file back or locking the file.

Maybe you shuold run sysinternals Procmon to see which process is doing it.

The example file
I didn't check, because I don't follow links of url shortning services.
You can upload files here, just zip it first.
