From the help file

2.2 Directory Window Commands - Normal
Quit - Quit ZTreeWin and return to Windows. Use Y or Q for the confirmation.


I would take it as working as designed, the second Q is the confirmation, not a bug, but you might not like it.


I guess you would like a third toggle on CO-4A Quit confirmation, i.e.
No
Yes (Y, Q)
Yes (Y)

i.e. a ZEP and not a bug.
