[Docs] Helper file encodings [Zeta]

Please update the notes in ZLIST.ZL_ to quote which file encodings are supported, any BoM requirements, and the codepage for plain text files.

I was generating a .zls file in a script, and some of the files didn't get tagged, that was bacasue the names have accented characters, i.e. I had a codepage problem.
I switched to writing the file as Unicode with BoM which worked.
Are there other encodings that are supported?

Also what file encodings are supported ZNOLOG.INI and *.ztm?
Please update ZNOLOG.IN_ and the help file for *.ztm.

Ctrl-Batch has a F4 file encoding toggle, should UTF-8 be added to the list?
