I started an old Windows 7 32bit virtial image, on that OS, ZTW_CFG.EXE crashes with Exception code=0xc0000005, offset=0x00011dd3, version=2.4.213.0 in the eventlog.

Both Process hacker and kernel32.dll::GetBinaryType() report that ZTW_CFG.EXE is 32bit.

I would guess that ZTW_CFG.EXE has been updated to call an API which was introduced after Windows 7.
