Apparently not. I've confirmed that even in 64-bit Windows 10, ZTW_CFG.EXE v2.4.213 and v2.4.211 crash when run from the command prompt. The last version that does not crash is 2.4.210. Since this does not coincide with the 32-bit problem which started with v2.4.208, it may be a separate issue.
