[Bug] ZTW_CFG crash [Zeta]

ZTW_CFG.EXE crashes when run from the command prompt.

Assuming that this should run standalone as it did in v2.4.210 and earlier, this is a bug that may be separate from the reported 32-bit incompatibility.
