Give a virtual machine a go, but I wouldn't be supprised if talking to the hardware doesn't work. The guest OS's don't have direct access to the hardware.
Interfacing with old expensive hardware is a common cause of needing to run oboslete OS's.

I use Oracle VirtualBox on Windows 10 as the hypervisor with a selection of guest OS's, DOS 6.2/Windows 3.1 to Windows 10 and some *nix machiens.
If you want to run the hypervisor on XP, you may need to find an older version, there are older versions at https://www.virtualbox.org/wiki/Download_Old_Builds
