I rarely use that, but it appears that they want this to be a home/consumer OS, so no programming, thinking and other subversive activities :-)

In you post you mentioned NT, at least it's there...

Now, I seem to remember various DOS help tools -- there was Norton Guides, but also some other app that had it all, with examples, links, etc. It was complete, with CONFIG.SYS, AUTOEXEC.BAT and the rest of it explained if full. Can't remember what it was...
