There are a number of Sysinternals tools that require the Debug privelidge.
To add it
run gpedit.msc
browse to
\Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignments
Select "Debug programs"
Add your account or the administrators group.
Logout and back in for the change to take effect.
The best Sysinternals tool to do what you want is "Process Explorer", which you can do a "Find handle" for the directory that is locked, which should point you in the direction of the process that is stoping you deleting the directory.
