I don't know of such a utility. I would use the find or findstr commands to list all the section names to a file. That would at least make looking for them faster.

You might be able to manipulate the output into filename/ini-section columns that you could sort in Excel to make finding them even quicker.

If it's a particular section name that has the duplicates, I think one of those commands supports regex. If it'll search across line boundaries, you could find the files with multiple occurrences quickly.
