That's where you would be wrong: no start command is necessary to launch explorer.exe, even from a batch file.
IIRC, start is mainly useful from the command line, when you want to control how the program to be launched is to be started. There's no need for that here, since explorer.exe launches fine as is.

The command-line options for Explorer.exe are (in)famously badly documented.
