I'm curious, rather than doing all of the above, did you try
inserting ' using KeepAltPressed+NumPad3+NumPad9+ReleaseAlt?

Will this trick AHK not to grab ' and execute it? I didn't test.

I've memorized some of these codes to fight weird keyboards in the past,
like the often-needed:

/ (Alt+47)
\ (Alt+92)
