It was sent to me as an update after I reported the bug. From the WHATSNEW.TXT:

Version 5.00 Alpha 1 [09/15/2007]

PACOMP.EXE:
* Support for creating 7-ZIP archives
* Support for Unicode archives
* Support for extended Zip format (archives larger than 4 GB)

PAEXT.EXE:
* Support for extracting 7-ZIP archives
* Support for Unicode archives
* Support for extended Zip format (archives larger than 4 GB)
* Support for BZIP2 compression method in Zip archives

PAENCODE.EXE:
* Support for Unicode files

Apparently the 5.00 version that I have is an Alpha, even though it does not say so in the header of the output when you enter PACL without arguments:

Note that the registration process registered an Alpha! Note also, that there is no indication of bug fixes in the WHATSNEW.TXT.
