It's the syntax of the START that is in cmd.exe (on all NT derived OS's NT, Win2K and XP), which has some diffeances to the command.com on W9x machines.

As Kim said if the first string is quoted, then it is taken to be a title.

If the first parameter is nt quoted, then the title is optional.
start C:\PROGRA~1\ZTree\ZTW.exe c: d:
start "title" C:\PROGRA~1\ZTree\ZTW.exe c: d:

but if it is quoted, then the title is mandotary
start "title" "C:\Programe Files\ZTree\ZTW.exe" c: d:

This command will do a Start C: with "C:\Programe Files\ZTree\ZTW.exe" as it's title.
start "C:\Programe Files\ZTree\ZTW.exe" c: d:
