I think that the keys do need to be kept uniform across all prompts. For prompts that do have a TAB option/cycle, shift-TAB is the cycle reverse, so I don't think that we can use shift-TAB here as well.

I was thinking of the shift-Up/Down usage to cycle through matches along the lines of the shift- commands keys in F7-autoview where there is also a keystroke change. For consistency, I would continue the use of those keys within the history window. For prompted spell searching in history, I would suggest shift-PgUp/PgDn on a corellation basis and because PgUp/PgDn are already valid keys in history lists.
